Xi'an Returnee Town, namely Western Returned Scholars Association Returnee Town (Xi'an· IT), is a new generation of internationalized, modernized, and humanized “scattered industrial town” responding to the call of One Belt and One Road initiative. With the gathered efforts of global returnee, the main operations of the Town cover financial talents introducing, technology innovation, achievement transformation, R&D, commodity sales, financial linking, mass entrepreneurship and innovation initiative services, residential facilities, and international communication.The total investment of the Town is about 10 billion Yuan, covering 1000 Mu, with 148 Mu ready to start the construction in 2021.Within five years after the overall completion of the project, it is expected to introduce more than 10,000 returnees and more than 2,000 foreign experts, introduce software information, wireless communication, chip design, big data, cloud computing, cross-border e-commerce, cultural and creative enterprises in echelon, build an incubation space of no less than 100,000 square meters, and incubate more than 1,000 local returnees’ start-ups.The project will gradually promote the industrialization of scientific and technological achievements through the joint efforts of enterprises, universities, and research institutes and drive the industrial chain with the total capital of more than 60 billion yuan.The project will gather the great efforts of high-level returnees, further promote the commercialization of technological research and overseas technology transfer, foster the emerging industry cluster with core competitiveness, create the fun gathering place and pivot area of Silk Road international talents in Xi'an, open the window towards the western China, and play significant roles in the construction of Xi'an, which was regarded as the starting point of “New Silk Road”.
The returnees Industrial Development Zone will take serving information technology enterprises as the core goal, and build a service-oriented and technology-leading enterprise headquarter base with first-class quality.Specifically, it is planned to build the Western Returned Scholars Association One Belt One Road Research Institute, the flexible electronics research and development center, the software information industry center, the wireless communication industry center, chip design industry center, the big data industry center, the cloud computing industry center, the cross-border electricity supplier industry center, the cultural innovation industry center, the technology transfer and achievement transformation service center and the integrated service management center.
The Service Base is a talent-inviting and information exchange platform authorized by the Western Returned Scholars Association and co-constructed with the local government. It is an international organization for the Western Returned Scholars Association to attract overseas returnees to innovate and start businesses and serve the regional economic development.
The Belt and Road Initiative Research Institute is a national think tank institute proposed by the Western Returned Scholars Association with the global top-ranking returnees from all walks of life.Currently, the Western Returned Scholars Association is in favor of Xi'an as the starting point of the Silk and Road, with the benefits of One Belt and One Road initiative, building the information technology industry branch of the Institute.The institute is ready to integrate the R&D specialists both at home and abroad as well as the Belt and Road Institutes in all the colleges and universities, to discuss and contrive, which can lay a solid foundation for the Belt and Road Initiative Research Institute.
